The Property Manager is responsible for the administrative and operational oversight of all property management functions for the Haven Heights Permanent Supportive Housing (PSH) site. The position oversees leasing, occupancy, rent collection, resident lease administration, property records, and housing-related reporting while ensuring compliance with all applicable federal, state, local, and funding requirements. The Property Manager works collaboratively with the Director of Haven Heights, Assistant Director, Maintenance Manager, Case Management team, and other program staff to promote housing stability while maintaining the integrity of the property’s operations. This position is under the direct supervision of the Director of Haven Heights
DUTIES & RESPONSIBILITIES:

- Oversee all property management functions for the Haven Heights facility.
- Manage leasing activities including applications, eligibility verification, lease execution, annual renewals, transfers, and move-outs.
- Maintain occupancy goals through effective waitlist management and timely unit turnover.
- Coordinate unit readiness with the Maintenance Manager to minimize vacancy loss.
- Ensure resident files are complete, accurate, and compliant with The Salvation Army and funding requirements.
- Maintain all lease documentation, resident records, and housing files.
- Calculate, collect, and document resident rent payments in accordance with program guidelines.
- Monitor resident accounts and outstanding balances.
- Coordinate payment plans when appropriate.
- Issue required notices related to rent and lease obligations.
- Maintain accurate financial records related to resident accounts.
- Ensure compliance with all applicable HUD, Fair Housing, Washington State Landlord-Tenant Act, and The Salvation Army regulations.
- Maintain compliance with funding source requirements and housing quality standards.
- Prepare documentation for internal audits, monitoring visits, and external compliance reviews.
- Generate monthly, quarterly, annual, and periodic occupancy, financial, and property management reports as required.
- Maintain accurate electronic and hard-copy records.
- Educate residents regarding lease requirements, policies, and resident responsibilities.
- Monitor resident compliance with lease obligations.
- Document lease violations and collaborate with the Assistant Director and Case Management team to promote successful lease compliance.
- Coordinate corrective action and lease enforcement efforts while utilizing Housing First and trauma-informed practices.
- Prepare legal notices and documentation when necessary in accordance with The Salvation Army policy and applicable law.
- Participate in eviction prevention efforts and housing stabilization planning.
- Conduct routine unit inspections in coordination with the Maintenance Manager.
- Coordinate scheduling of unit turnovers, annual inspections, pest control, and other property-related activities.
- Monitor vendor services related to property management functions.
- Assist with annual property budgets, occupancy projections, and operational planning.
- Identify opportunities to improve property operations and resident satisfaction.
- Maintain regular communication with the Director of Haven Heights regarding occupancy, compliance concerns, lease enforcement, financial performance, vacancies, and property management operations.
- Work collaboratively with the Assistant Director to coordinate resident housing stability efforts while maintaining appropriate separation between property management and supportive services.
- Collaborate with the Maintenance Manager regarding unit turnover, inspections, preventative maintenance, and capital improvement planning.
- Develop and maintain positive working relationships with housing authorities, funding agencies, community partners, and other external stakeholders.
- Respond appropriately to emergency situations related to the property within The Salvation Army policy.
- Perform other administrative functions as requested.
EDUCATION & EXPERIENCE:
- Bachelor’s degree in Business Administration, Property Management, Public Administration, or a related field, or equivalent experience in lieu of formal education.
- 3 years of progressively responsible property management experience.
- Experience managing affordable housing, Permanent Supportive Housing, or other subsidized housing programs preferred.
- Experience with HUD, Housing First, or homeless housing programs preferred.

Paid Vacation:
- Two weeks annually, accruing from day one, for non-exempt positions.
- Four weeks annually, accruing from day one, for exempt positions.
- Accrued vacation is eligible for use after six months’ service time.
Paid Holidays: 13 designated holidays 1 floating holiday per year
